Nigeria’s Jude Ilo Appointed HiiL’s New CEO
As head of Open Society Foundations in Nigeria for a decade, Ilo offered strategic leadership in redefining civic space, supporting new organisations, and promoting accountability and good governance.
The Hague Institute for Innovation of Law (HiiL) has appointed Nigeria’s Udo Jude Ilo as its new chief executive officer.
Ilo, who will succeed Sam Muller, the founder and CEO, brings over two decades of experience in security governance, democracy promotion, and social innovation. Over the past year, he has led the Center for Civilians in Conflict (CIVIC), where he successfully enhanced the organisation’s effectiveness, resilience, and global profile.
The Netherlands-based organisation said Ilo’s appointment provides ample opportunity for the group to further expand people-centred justice, building on HiiL’s solid foundations.

The HiiL is a leading organisation promoting people-centred justice globally. It has programmes in countries like Nigeria, Tunisia, Niger, and Burkina Faso, where it combines research, innovation, advocacy, and partnerships to help countries understand people’s justice needs and helps design context-fit solutions that address those concerns.
The group collaborates with justice providers, including ministries of justice and judiciaries, to develop solutions and improve systems so that more people can effectively prevent or resolve their justice problems.
Ilo will assume his new role on Feb. 1 2025
Udo Jude Ilo has been appointed as the new CEO of The Hague Institute for Innovation of Law (HiiL), succeeding founder Sam Muller. Ilo, with over 20 years of experience in security governance, democracy promotion, and social innovation, previously led the Center for Civilians in Conflict and successfully enhanced its global profile.
HiiL is a Netherlands-based organization focused on promoting people-centered justice through research, innovation, and partnerships in countries like Nigeria and Tunisia.
As former head of Open Society Foundations in Nigeria, Ilo's leadership in redefining civic spaces and promoting good governance is expected to further HiiL's mission. Ilo will assume his position on February 1, 2025.
